NOTICE TO BIDDERS

TREE AND VEGETATIVE DEBRIS GRINDING SERVICES

The City of Auburn, Nebraska, a City of the Second Class, hereby solicits sealed bids from qualified contractors for disaster-related tree and vegetative debris grinding, reduction, hauling, and disposal services associated with emergency storm response and recovery operations.

Services may include, but are not limited to:

  • grinding vegetative debris;
  • reduction of tree limbs, logs, stumps, and brush;
  • loading and hauling operations;

All work shall comply with applicable federal, state, and local laws, including Federal Emergency Management Agency (“FEMA”) procurement requirements under 2 C.F.R. Part 200 and all applicable federal contract provisions.

Bids should include:

  • Specifications of Equipment Available with Hourly Rates Charged
  • All Additional Charges including Mobilization or Trip Costs
  • Experience in Disaster Debris Operations
  • Availability for Contract Work
  • Staffing and Supervision
  • Licensing and proof of insurance

Sealed bids shall be clearly marked:

“AUBURN TREE AND VEGETATIVE DEBRIS GRINDING SERVICES BID”

and shall be received no later than Thursday, May 28, at 12:00 p.m. noon at Auburn City Hall, 1101 J Street, Auburn, NE 68305.

Bids will thereafter be publicly opened and read aloud.

The successful bidder must:

  • maintain active registration in SAM.gov;
  • comply with all FEMA contract requirements;
  • provide proof of insurance;
  • provide documentation of experience with disaster debris operations;
  • comply with all applicable equal employment opportunity requirements;
  • comply with federal suspension and debarment regulations;
  • provide all required federal certifications.

 

 

The City reserves the right to:

  • reject any or all bids;
  • waive informalities;
  • negotiate within FEMA and Nebraska procurement requirements;
  • issue multiple awards;
  • terminate the contract for convenience or funding limitations;
  • condition award upon FEMA eligibility determinations.

This project may be funded in whole or in part through FEMA Public Assistance funding. Contractor acknowledges that FEMA reimbursement is contingent upon strict compliance with federal procurement requirements.
