Code 32.07
C) The Board shall have power to and shall make all necessary rules and regulations relating to matters of sanitation of the City, directing inspection of premises and businesses as may be needed where filth, nuisances, litter, overgrown grass or weeds, and other offensive matter is kept or is liable to or does accumulate. The Board of Health may regulate, suppress, and prevent the occurrence of nuisances and enforce all laws of the State and ordinances of the City relating to nuisances and to matters of sanitation which affect the health and safety of the people.
